On April 10, China issued an annual plan to promote IPR protection. According to the plan, China will further enhance the construction of long-term mechanism on combating IPR infringement and raise tort cost.
In 2008, China issued National IP Strategy Outline and promoted the implementation of the strategy by working out annual plan. Last year, the 28 participating governmental departments worked out and amended 38 IPR laws and regulatory documents, issued more than 100 policies and measures, and curbed infringement and counterfeiting in some regions and fields by launching joint IPR enforcement campaigns.
IPR protection work in China covers many fields, one of which is promoting governmental departments to use legal software. As of the year 2005, the first round of software legalization work in the governments at central, provincial and city levels had basically come to a completion. From 2010,Chinese governments began to boost the second round of software legalization work, checking previous work and impelling city-level government departments to use legal software. Till now, central and local governments purchased 1,317,300 sets of legal operating system, office software and virus killing software on which 1.06 billion yuan has been spent.
Vice Head of the Copyright Management Section under the National Copyright Administration Wang Zhicheng introduced that software legalization work will be a long term normal work of China.
“Next, we will finish the legal software work in province-level governmental departments before June 30, 2012 and work in city- and county-level governmental departments by the end of next year. Meanwhile, we will energetically promote legal software work in enterprises.”
According to the annual plan in 2012, China will further improve IPR evaluation system, make better IPR examination and management work and raise IPR value. IPR protection policies for strategic emerging industries such as energy saving and environmental protection will be promulgated. Besides, commercializing IPR achievements will also be impelled. At the same time, raising infringement cost and combating illegal actions will be main work this year. Head of IPR Protection and Coordination Section under the State Intellectual Property Office Huang Qing said, “China will continue to build long-term mechanism on combating IPR violation, raise IPR infringement cost, reduce right safeguarding cost, promote the building of cohesion mechanism of administrative enforcement and criminal justice, organize special rectification actions and combat IPR violation action in key fields and regions.
Huang Qing expressed that China will also improve social environment for IPR protection, comprising IPR publicity, talent cultivation and cultural atmosphere of respecting knowledge, advocating innovation and abiding by laws.
