On the morning of May 10, Governor Guo Gengmao of Henan people's government and Commissioner Tian Lipu of the State Intellectual Property Office (SIPO) concluded a Cooperation Framework Agreement on Harnessing Intellectual Property to Promote Economic Development in Central China in Zhengzhou.

Vice Governor Xu Jichao said in his speech delivered in the signing ceremony that innovations and IP policies nowadays play an ever-most significant role in driving the economic growth in Henan, getting the province's development off to a historic start.

All undertakings, including the signing of the framework agreement, the decision of establishing a patent review coordinating center in Zhengzhou and the ratification of identifying Zhengzhou and Luoyang as the first batch of national IP demonstration cities, contribute enormously to the potential economic development in Henan, said Xu.

"We will exert gigantic efforts to strengthen our IP competence and live up to our obligations and the expectations of the SIPO", Xu added.

The SIPO Deputy Commissioner He Hua also attended and addressed the ceremony. He said that the conclusion of the framework agreement is an important step taken to further implement the national IP strategies and is also a specific practice of both parties to fulfill the requirement by central government in facilitating the economic development in central China.

He continued that the SIPO has always been putting a premium on Henan's IP efforts and he believed that the collaboration between the two parties would play a positive role in promoting the province's economic development and enhancing the implementation of national IP strategies.

Under the agreement, the two parties will join hands to establish a cooperative and consultative working mechanism to further guide the right protection practice and to ensure the effectiveness of IP creation, utilization, protection and administration.
